Mr. Mankins received his Bachelor of Science degree from Northern Arizona University in 1990. He attended George Washington University School of Medicine and Health Sciences to become a Physician Assistant and earn a Masters degree in Occupational/ Environmental Health in 1995. Mr. Mankins is board certified by the National Commission on the Certification of Physician Assistants, and is a member of the American Academy of Physician Assistants.

Mr. Mankins has served on active duty in the United States Navy for 6 years as a naval officer, and currently serves in the Naval Reserves with United States Marine Corps. During that time he has participated in direct combat operations in Kosovo (1999), and was deployed to Iraq in 2003.
